First you need to find out the source of the scratching before you can stop it - fleas? Ear mites? Bacterial infection? Allergies? Go to a vet!
A vet can provide you with over the counter ear cleaners if the ear it just dirty, but you will need antibiotic ear drops if there is infection present, or mite treatment for mites.
For the love of God don't use hydrogen peroxide if anyone is fool enough to suggest it. The only home treatment safe to use is vegetable or baby oil, but only for the immediate inside of the ear, not deep down. Oils will be no use if infection is present.

There's a couple things that's probably making your dogs ear itch,
1.) An insect bite - those little pesky insect could sometimes leave a nasty rash on the dogs ear, check for ear mites as well, first signs of ear mites are black specks in the inner lobe.
2.) Yeast infection, yes a dogs ear is a perfect brewing area for yeast infection ( don't worry it's different from the human Y.i ) your vet can give you a topical or liquid solution to drop and rub in your dogs ear.
If the scratching is getting pretty serious try putting an appropriate size Elizabeth Collar to your dog then do the treatment, ear problems can be resolved in a couple days the least If you are diligent in treating the infected area.

As far as the question goes, it may be ear mites and you can find medication for that at any pet store or Walmart. If it's not ear mites then the medicine will not hurt him, but if that is not it then I suggest a trip to the vet to be on the safe side.

Go to walmart or a farm supply store, they have ear mite drops you can use, but you might also want to take him to the vet to get his ears checked. good luck

Your vet can give you some meds for it. My dog gets bad ear infections. I get some ear cleaner from pet smart adn they even have some ear drops you can try. If they don't work try your vet
