You can, i do it myself. I'm a contact lens tech, and don't have an Rx, i just do it for fun. The trick is you gotta go to an eye doctor to get some free trials so they can teach you how to put them in. Tell them you want a contact lens fitting only, not a full exam. The charge should be around $40, but there's some cool colors out there.

In the US, you must get an eye exam before you can purchase contact lenses. This includes non-prescription (plano) contact lenses. Make an appointment and get an eye exam.
Ask your optometrist if you can get a trial pair of contacts. Whether you need them to improve your vision or not, you should get comfortable with putting them in and taking them out. Ask your eye doctor how to do it. You need help. Generally speaking, your optometrist will not send you out of the shop without having first practiced contact lense insertion under directed supervision. This is part of why you pay a big fee.
Order colored contact lenses. You can shop around online, order them from your eye doctor, or order them from stores that have an eye department, such as Wal-Mart. You will need the prescription given to you during the eye exam.
Keep trying different colors until you find one that you like.
Tips
Make sure you see an eye doctor before you order contact lenses, they can show how to put in contacts easily and tell you whether this eye care solution is truly for you.
You don't need to have impaired vision to get contact lenses. Non-prescription (plano) contact lenses are also available.

My brother had 20/20 vision. He got colored contacts. That's because he had blue eyes and wanted green like all the rest of my family.

Yes you can, BUT you still need to get an eye exam. Not all contact lenses are made "one size fits all" so you must first see the doctor to determine that your eyes are healthy so you can place a foreign object on it PLUS check what the base curve (the curvature of your eye) is to see what "size" contacts you can wear.
Remember, contacts are something you put in your eye and can cause INFECTIONS and worst BLINDNESS if not done correctly.

Yes you can but you do have to have an eye exam to be fit for contacts. It usually runs from $75-$100 for a fit depending on wear you go.

yep. they are cosmetic lenses and you can find them all sorts of places.
i think walmart even sells them in their vision center.
drop by and ask. if they don't, i bet the associate or vision center manager will know where to find them.
