Not necessarily. Eunuchs were made that way if they were in the vicinity of the king's harem. Those who had nothing to do with the work of the harem didn't have to go through such a procedure.

Although it's possible, there's no reason to believe they were. There were plenty of non-eunuch court officials after all.
