Hello, I'm deaf guy...that's interestin' question you have there...well, I just started explore Christianity on May 12th...
Do you know that Helen Keller is famous and learned like three languages. She traveled around the world and spread the words that even people with disabilities can do it.
Still today, she's famous for not allow blindness stop her from become the best person you could be...
In the process of become famous person with compassion for others around the world, I'm sure that Helen comes to realize that her purpose might be show the world that even people like her can become the best person you guys could be even if you have somethin' deformed physical or emotional...
Even if she cannot see or heard, she can still receive words of God through brazil (spellin' check) or somethin' like that...
I dont think I answer your question very clear, but I hope you get the point...

As someone who works as a relay operator for the deaf and the hard of hearing, I would say that yes, of course the moral and spiritual instincts of the deaf can be developed just as much as the hearing. Remember that Helen Keller learned a lot during her life after language was opened up to her. She was a remarkable person.

Oh for pitty sake, one doesn't have to see , hear, walk , talk to believe in God and have faith.
Helen Keller knew that she had a purpose on earth to teach numbskulls like you about disabilities and how disabled persons are still persons and can live a regular life just like anyone else.
She had Annie Sullivan her teacher, her parents , her brother who taught her.
Go watch the movie the Miracle Worker and see for yourself.
Helen Keller spoke using American Sign Language , had there been cocular implants she may have actually had that and been able to hear.
I feel sorry for you if you're so ' grounded' that you only believe in what you can see, hear, touch, feel.
That little voice you refer to is your inner knowing , your conscience , your soul.

God can speak to anyone in different ways. Helen Keller did finds ways to communicate with the people around her so, I don't think she would have a problem if someone told her about Christ in that way of communication.

they say faith is believing what can't be seen, what can't be touched, what can't be proven.
faith is believing even when you have no reason to believe
someone told her about God and she believed
simple as that
