It's the time when UV rays are at their strongest and most intense. You will be most susceptible to getting burned at that time which eventually over time may lead to skin cancer, sun damage and photo aging. The worst time is between 10 - 2.

I'm not sure who told you that but actually it's 3:00PM which is the hottest time of the day and the time when the sun does its worst dammage to your skin.

because this is when the sun peaks, temperatures will be warmest at noon so there is a higher risk of burning/damage to the skin from the sun.
if you are going to head out increase your SPF
