You might be being a little critical of your stomach b/c you are focusing in on it so much. Do lot's of Cardio with some weight training. Don't forget to eat. Many small but protein filled meals a day gets the metabolism going faster. And don't forget the fiber. If you are not eating properly then that could slow your metabolism. And protein first thing in the morning helps you have a full feeling though out the day. Anna is correct, spot training does not work. You have to lose fat from all of your body.

Eat 6 small but balanced meals per day. Your carbs should be high in fiber, your proteins should be lean, and your fats should be sparing but high in the omega 3 & 6 fatty acids. Avoid greasy foods, alcohol, and candy.
Lift weights or perform power yoga. These are resistance exercises which will increase your lean mass and burn extra calories 24 hours per day. Also, some cardio helps.
Use a measuring tape instead of a scale to measure your progress because the measuring tape is more accurate.
Here is a sample workout and a sample meal plan:

the only way to slim the midsection down is to correct your eating habits. drink TONS of water (2-3 liters a day), eat lots of fruits and veggies and balance all your meals with whole grain carbs, lean proteins and healthy fats. you can do all the crunches you want and you may have muscle underneath the fat you've aquired but thats just it. you have to lose the fat lying on top of the muscle befor eyou can see your muscles. i recommend this book to you, "the abs diet for women" by david zinczenko. its very helpful and contrary to the title it isn't a diet...its about eating the proper way. you're going to want to do some cardio and also some full body weight training to help get rid of that extra fat layer as quickly as possible. i beleive the abs book has exercises in it but if it doesn't check out shape or fitness magazine for a routine to follow. the more lean muscle mass you have, the more calories you burn at rest!

Another thing you have to do is eat a lot. Eat at least 5-6 times a day, of course do not go beyond the recommended calories intake (2000). Avoid trans-fats: hamburgers, fried chicken, cakes. Eat peanuts between meals. And of course, combine this with regular exercise and lots of water.
A study revealed that achieving a cut tummy is 75% dependent on your eating habits, so work on those first.
GOOD LUCK.

you cannot do it without dieting. It is basic physics energy in (calories) and energy out (working out) You have to watch what you eat and exercise more. You cannot target fat loss to any specific area. It will come off where it comes off. You can do muscle training to create abs but the abs will be covered by fat until you lose the fat itself.
