shear strength is gained with fibers as you mentioned or with reinforcement steel

the aggregate properties (type/size) also affect the shear

if you can' filaments or reinforcement, the only way to increase shear strength is to increase compressive strength. this can be accomplished as follows any one or combination of the things listed below will help:

1. Reduce the water cement ratio
2. increase the cement quantity in the mix
3. use a finer grind of cement (high early or even finer if you can get it).
4. keep the concrete continually damp.

Some type of steel mesh made from thick wire (like a wire fence laid on it's side) embedded in the concrete, or, as already mentioned, steel re-bar (which is a thick wire mesh).

REINFORCING CONCRETE

In some cases, concrete needs reinforcement with steel mesh. You can use regular fencing material with 2' x 4' or 2' x 6' mesh.

If the pressure on the concrete is to come from the top of the slab, the reinforcement should be laid deep near the bottom of the slab.

If the strong point of the slab is at the center and the pressure will come on either end, the reinforcement should be laid as close to the top of the slab as possible.

Concrete has poor shear strength and tensile strength, hence the use of re bar.

Add marble stones, use rebar, more water and longer drying time.
