Swimming and showering. Beach activities. Boating.
Anything that you would be naked for - showering, sex - or anything that you would wear a swimsuit for. Other than that, I think it is in poor taste for a man to go shirtless. Especially if their body isn't great!

There is really no reason you would HAVE to be shirtless. Research shows that your body actually stays cooler with your shirt on than off. The reason is your clothes absorb your sweat taking it away from your body, which is what sweat is supposed to do but through evaporation. Unless you are playing shirts and skins, I can't think of any reason you would have to go shirtless at play, or work.

If a guy's shirtless away from the beach he looks "like [he] might pick a fight or steal something," Mom Kacky? I can only guess that seeing all those shirtless perps on Fox's "COPS" show has warped your values, ma'am!
For those of you who think it only makes sense if you're getting sweaty, let me remind you that walking is exercise, and very often recommended.
RescueMan: PLEASE cite at least one research study. My Web searching finds nothing--and given the obvious principle that "Lightweight, loose-fitting clothing promotes sweat evaporation and cooling by letting more air pass over your body," as the Mayo Clinic puts it, I should think that bare skin would promote it even more by letting MORE air pass over the body!

Beach, jogging, sports are okay if others are doing it too. I wouldn't just casually walk around like that, but if you are doing exercise, yardwork, washing your car, or any specific activity that will cause sweat.
I guess it comes down to having a clear reason for the shirt to be off. If you are on a bike or jogging down the sidewalk, moms are not going to think you are going to steal something or do something wrong.

Other than swimming, or playing shirts and skins, it's really not that appropriate.
Here's the rule I use:
Women get hot and sweaty, too. Would it look appropriate for a woman to be doing this activity without a shirt?

Only the beach or out on the water. Taking your shirt off downtown, or walking around with it open, or working out is icky and too much information. It shows a lack of self-control and bad judgement. Like you might pick a fight or steal something.

None. You should keep covered to protect your skin from injury and sun damage. People in your age group have the highest rate of new skin cancer every year. Cover up and stay safe.
