The correct translation for this sentence is:
Te escribo (a tí)............. (informal speech)
Le escribo (a usted)......(formal speech)
"a ti" and "a usted" are optional, and only are recommend if you want to emphatize that the text or the letter is for someome. If you're not sure , it'd be better to avoid it.
Note: "Te estoy escribiendo" or "le estoy escribiendo" is an incorrect translation, made of the literally translation of your sentence, a Spaniard would never say it)
