It means that currently (with esta) my English teacher is crazy. The craziness is a temporary condition. Also, with esta it means that s/he isn't normally like that. When I think of the English teacher, I don't think of a crazy person, but right now s/he is acting a little goofy.

You can say this sentence in two ways:
--Mi profesor de inglés es loco. (He is usually a bit crazy.)
--Mi profesor de inglés está loco. (He is usually okay, but right now he is acting crazy.)
Either way, "Mi profesor de inglés ___ loco." = "My English teacher is crazy."
