Genesis 1:1 'In the beginning, GOD created the heaven and the earth" - God the Father
v.1:2 "(. . . . and the Spirit of GOD was hovering over the waters." - His Holy Spirit; God the Holy Spirit.. It did not say that it is God the Father who was hovering but it is His Spirit.
v.1:24 - And GOD said, "Let there be lights. . ." This is His WORD that speaks to create all things. Refer also to John 1:1&2.
So there were three beings referred to by US and OUR. Hence, the word TRINITY or tri-unity.
"In our image" and "after our likeness" means we have the physical form, and the spirit/soul and facility for speech (rational being, the way Moses communicated with GOD). This is also tri-unity in a human being. And so, the word god is used in a plural sense.

Because God was not alone in the Creation. First of all, God appointed his Son to actually realize the Creation, following the plans that they had previously made. So you have at least the Father and the Son speaking.
The early Israelites believed that the Father was Most High God and ruler of the Heavenly Council, which was made up of his many sons, Yahweh being the principal one of these, the Firstborn. So this verse can be referring to God speaking with the Council in Heaven. Or it could be Yahweh speaking with other assigned members of the council as they go about creating the Earth.
Last, but not least, many scholars believe that the early Israelites believed that God had a female counterpart -- a wife. So, especially when discussing the creation of both male and female in "our" likeness, God is likely speaking with his wife--otherwise, how could Eve be made in the likeness of a male God.

The Trinity , God is Triune i.e. God the Father, God the Son/Word, and God the Holy Spirit. mIn other words God is a team and in the story of creation He speaks to His team mates, hence you and I were made.
Jesus says before Abraham was, I AM. Add it up and the trinity picture becomes even bigger.

The Godhead... Father Son and Spirit. The Father is the Source of all things...When God does anything He does it throught the Word, Christ..So by God calling all things into being by the word of His mouth.. This Word is Christ Who created all things ( jn ch 1) We also see that the Spirit of God brooded over the surface of the deep in Gen ch 1...The word God in Genesis a plural Noun Elohim and it speaks of GOd being Triune in nature. Three Yet One. They Co exist and Co inhere. God is ever existing .. self existing.
This God did not create man in three images..but ONE since He Himself is One..
Man is created as a tripartite being...made up of a Body from the dust of the ground.. then second God breathe into this man the Breath of Life..( forming in man the human spirit) and because this spirit is formed within man... the middle part of man was formed... the soul with the faculties of the mind, will and emotions. Think of the example of having Blue and Yellow and getting Green in the middle when u put the colours together.:) body .. soul and spirit ( common "s" )

When God here on this earth nobody heard him saying this... Of course we are not on this planet on that time yet. God only appeared by the person(s) he likes and talk the person thru dreams.. The problem is... the person doesn't get clearly the message and instead of "MY IMAGE" he wrote OUR image.

The bible tells us that we were made 'a little lower then the angels'. To me, this indicates that the angels existed first. Therefore we were made in the image of God the Father, God the Son, God the Holy Spirit and the heavenly angels.

Answer is JESUS before he came to earth..remember he was SENT from heaven to earth.
"Because by means of him, all (other) things were created in the heavens and upon the earth, the things visible and the things invisible.....All (other) things were created through him and for him."

This passage is the first of many references in Scripture to the triune nature of God. As you say, the one God was the only one around, but that one God consists of three divine Persons, God the Father, God the Son and God the Holy Spirit.

THEY are the PANTHEON, the Gods, who are not mentioned again in the whole book. Chapter 2 of genesis introduces this minor God Yarweh, also called Jehovah, and the rest is about him. (Definitely a male entity). See the article "we are the other people" on my 360 blog.
