My vet told me if something like that or similar ie i cut to close to the red part just to put some flour in ur hand and hold the pups nail there and it will make a shield and help stop the bleeding

I hate to say it but teh best answer is the vet. leaving it can get caught in something and cause even a worse problem.
If you can cut it but if it is past teh quik you need a vet to check it as it can become infected.

My dog did something similar... and let me tell you, if I just would have left him alone, it's possible he would've bled to death.
An even more likely scenario, though, is serious infection.
Take your dog to the vet so they can clip it, cauterize it, and bandage it up.

Muzzle it if you're scared of it. Get a helper if you can't hold it.
Do *NOT* put *ANY* crap on it. Do NOT bandage it. Cut it off & LEAVE IT ALONE.
