The president decides how much money is needed to fight the war.

Congress approves the amount.

Military leaders from all branches ask for their cut of the funds.

These generals and admirals etc. disburse these funds to their sub-commanders for supplies, training, and payroll.

Training dates are coordinated with base commanders across the country while individual units are given a warning order for mobilization.

Trainers are given their tasks which they are to teach the newly arriving soldiers while supply, transportation, medical, finance, etc. are themselves trained and ready to support the newly deployed troops.

This of course is an elementary summerization of what goes on in preperation for war.

Let me add that this is no secret, these are the same things that every army in the world has to do to prepare. Just had to throw that out to all the paranoids who are afraid to let out some BIG secret.
