The lighter the bike, the more expensive. Metal frames are heavy and cheaper. I got mine (metal frame) from a store in Quiapo (I don't remember the name of the store) on the right side of the overpass, before the underpass going towards España. That was more than 10 years ago, I 'm not sure if the store still exists. I got mine for around a thousand at that time.

If you're into serious riding (come to think of it, even if you're just a weekend warrior), I suggest you join the Philippine Cycling Network, "Isang web-based forum o eGroup para sa siklistang Pinoy" There's a list of Philippine Bike Shops in the Database. Or there might be a used bike you can buy from other members. Just be sure to get one in your size and always wear a helmet.

A decent beginner road bike in the US costs about $650(us). You could check your local papers for used bikes as well. Used is a good way to get a better bike for cheaper. If you go used make sure everything works on the bike. No wiggles in the headset and wheels. Make sure the break works and make sure the bike fits you. You can use wrenchscience.com to find the correct fit for you.
