I went to an open house that featured a built up area in the master bedroom. It was a raised platform that was supposed to be a sitting area.

Could mean a couple things...
Either an area of the town or city that previously did not have much occupying it, and now is being "built up", or filling in with homes/ stores, etc.
-or-
The house you are referring to has been "built up", which means there was dirt and soil brought in to mound up and raise the house up for better drainage.
