The qualities mentioned by you - beauty, culture, religion and spirituality though can be seen outwardly and get attracted by others, it is not correct. All these are virtues and should be in the heart.
Outward beauty may get attraction by inner beauty will live for ever. In culture ones thinking should be good and it can not be shown out. Religion and spirituality does not come in the picture while assessing the beauty.
So a a lady in Parda irrespective of religion may be very good and woman in Scanty and exposing clothes may not be good. So Parda or Naked should not be taken for assessing a woman and it is a God given asset which can not be exposed or hidden-

A& b both may abuse each other or vice versa as it depends on their thinking.In reference to beauty may be a is slim and b is fat so obviously the a will look more beautiful. It basically depends on one's physiqe.While if u r are talking about culture religion and spirituality than most probably it is the a one

Beauty , culture, religion & spirituality should be seen in terms of internal virtues & not as appears outworldly. Thus the dress is immaterial.

As an open minded Indian ...both will attract me ...
A -- I would say ...wow! what a figure she has got but I would be curious to see her face ..that how pretty she is ..
B-- I would say ... wow! what a hot chick she is i wish i could see more and wait for her to bend...she will also attract me
It ultimately depends upon how one present herself ...a fully clad woman can turn u on and whole naked ( sorry not whole naked), clad in bikini woman can turn u off...
IN social scenario ..women in buraka/sari is kind of bomb in gift packing ... finally which has to blast ...
women were apple of discord in SATIYUG ( in stone age) are still and will remain forever ....
