Check your local recyclers. Some take old tires. They shred them up in fine pieces and mix with other compounds to make bedding for running tracks etc.

Take them to a franchise deal. Firestone, Good year. There will be a disposal fee. maybe $2 or $3 per tire.
This way you will not get in trouble.
