believe they had several tribal chiefs but no president. I could be wrong though.

The Hmong are a tribal group of people who live in several countries -- China, Burma, Thailand, Laos and Vietnam. They are mostly "Hill Tribesmen". Even amongst the Hmong, there are several sub groupings.
So, there is no president of the Hmongs.
