Yes, its Latin.
I think you may have a typo in the verse.
"intueatur Dominus et iudicet inter nos quando recesserimus a nobis "
roughly translates to:
"and Mizpah, for he said, “May the LORD watch between you and me when we are absent one from the other."
Its from the bible. Genesis, chapter 31, verse 49

It's Latin. "Dominus" means "lord" or "master", "inter nos" "among us", "a nobis" "for us" or "to us". "indicct" must be a typo, maybe "indicet" or "indicat". That's all I can decipher with Latin I learned 40 years ago.
What's the context? Where did you find this?
