You don't sound old enough to be having sex. I would say wait until you develop more...physically and mentally. Then you won't have to do anything but be yourself.

I wouldn't generally recommend it though, modern society (and especially Western culture) tends to frown upon sexual assault for some reason.

if he's an average, straight guy (who doesn't have a religious thing like "abstinence until marraige"), then he should be interested. if you have a really open relationship, you could just tell him you're ready. or, when you're kissing him, make it passionate and let your hands... ya know, wander. let him see that he turns you on =)
