The simple answer is 9:32 PM and 46 seconds. Military time is based off of a 24 hour clock vs. regular which is based off of a 12 hour clock with an AM and PM. On a military clock 12:01 AM would be 0001 hours, 9:00 AM would be 0900 Hours, 2:00 pm would be 1400 hours, and Midnight is 2400 hours. The simple thing to remember when first learning it is that anything above 1200 hours is PM.

Just subtract 12 from the hours if it is greater than 12 So 21:32:46 is 9 Hours 32 minutes and 46 seconds PM in the local time zone.
Unless you are using "Zulu" time which is the time in Greenwich, England which does not change as you go across time zones. Again you would subtract 12 from the hours. to determine if it is AM or PM in England.

From 'noraml' time to military;before noon, time is the same, after noon add 12.
From miltary time to 'normal' time, subtract 12 if the time exceeds 12. ie, 13:00, 14:00

So 21:32:26 would be 9:32:46 pm.

After 12 noon, add 12 to the hour and say it in hundred hours. For instance 1:00pm + 12 = 1300hours or 9:00pm + 12 = 2100hours.

And 5:45pm + 12 = 1745 hours.

The first 12 hours of the day is just the time expressed as a 4 digit number like 8:00am = 0800 or 9:30am = 0930.
