If you're in an area that doesn't use the "vosotros" form and your "you" is plural then say--
"Felicitaciones en su nueva casa"
If you're "you" is referring to one person who's a good friend then say--
"Felicitaciones en tu nueva casa"
If the "you" is someone you don't know well, or is someone older than you that deserves respect then--
"Felictaciones en su nueva casa." (Yes, "su" again.)
