Well, at very low frequencies, sound begins to have an affect on the human body. My favorite example of this is the 19Hz resonance frequency of the human eyeball- a standing wave in a room gives people that paranormal/freaky feeling.
I've never heard about "mind machines" though. The 19Hz findings were published in an article called "The Ghost in the Machine." A look at the journal it was published in (Journal of the Society for Psychical Research) might yield you some information.
