It is not as simpler as you have answered.
Yes, your observation is true for Resistors. Thats it.
Beyond that somebody has to study the Russian specification and Dimensions to decide its western equivalents.

Most of what you are asking about is simply a matter of reading the value on the part. Res. caps coils etc. all will be in the same units no matter where they are from.
IC's will almost definitely be from some other country as the russians never developed much of a semicoductor industry of their own. I do not know of any site that specifically cross references russian components but electronic manufacturers all have cross reference guide for their components.
