Even though it's the third date, and you've warmed up to each other, it would still be too soon to start, or even consider a sexual aspect to the relationship. I'm not trying to be a nun or anything like that, but sex is something very important to a human, both physically and emotionally. Of course, we all understand the physical aspect, but the emotional is something that we rarely think of. Many people are OK with experiencing the act of sex with a person you're getting to know because it brings you closer, others may feel that to get closer, you must know each other in a different way. Basically, if he rocks your boat, and you think you know him well enough, yeah, try it. but if this is one of those guys you go on a date with and you hardly know him, it would be easier to suggest that you go out with him a few more times. I'd say it's OK to kiss on the third date, maybe even cuddle if you're at home, watching a movie and stuff.
If you didn't feel like reading that, then read this: GO AS FAR AS YOU FEEL COMFORTABLE!!!

Tricky question.
It shouldnt always be determined by what number date you are on.
How long have you know the person?
It isnt uncommon to know somebody for months before the first date. You should know the person by that time will enough to speed up "the process"
If you have only known them a very short time it may not even be time for a kiss yet.

Agreed, only a kiss. Anything else is way to early and your going to seem easy.
