If non custodial father refuses to contribute or disclose tax return, will private school consider grant aid based on custodial mother's income?

This is probably an individual policy at schools. Your best bet is to contact the school and ask about their policy. I think a school would think twice about accepting such a student...the school might wonder that there would be conflict between the parents over the choice of school.

If you are no longer married, you do not need the other parent's financial information, only information from the legal guardian is required. Schools understand cases of divorce and will adjust their calculations accordingly.
