I am apprenticing tattoo artist and already full fledged piercer, so I can probably provide some really good insight to this for you. First off, I've yet to meet a tattoo artist that will not do a foot, in fact I have the whole entire top of my left foot covered, if you would like to see a pic I can show it to you. The top of the foot is a very painful place to get a tattoo, and this is coming from someone who loves pain. The skin on the top of the foot is very thin, and in some people does not hold ink very well.
The reason your tattoo artist may not be willing to do this could be because the design is so small. Small tattoos are not worth the time or the money for the person getting it or the artist doing it. If you want it the size of a real ladybug that is ridiculous, I'm sorry, but it is. There is no way that it would be possible to get any detail in it and it be recognizable as a ladybug.
Additionally, most shops have a shop minimum (usually $35 to $50). Tattoo artists price tattoos based on the minimum, size and time, and some artist charge strictly based on time having a set fee per hour.
My suggestion to you is to either go larger on the ladybug (would probably be easier to find an artist that will do it), or choose a different design that can be done that small. Also, don't choose the shop you have it done in by price. You pay for what you get. I'm not saying all low cost tattoos are horrible, but usually to get a high quality tattoo, you're going to pay for it. Make sure the shop is clean, the staff is friendly and willing to answer any and all questions. If you feel uncomfortable at all by the shop surroundings, then you might want to find another one. Use your instinct because your tattoo is going to be permanent and you don't want something that looks like crap.

I have a butterfly tattoo on top of my foot. The tattoo artist who did mine had tattoos everywhere except on her feet. They say it is a very painful area because there are a lot of nerves in your foot, but also your shoes rub on them everyday, so they take longer to heal and require more touch ups. I am sure you can find someone to do it if that is where you really want it.

Yes they will although they might not give you touch ups for free later. I have two tattoos one on my foot and one on my back. When I got my back done I was given touch ups whenever I needed for no cost, and my foot one he said I could't because they are prone to fading fast. I absolutely LOVE my foot tattoo, it will hurt though. I distracted myself by talking to the artist the whole time. When he hurt the nerves on the top of my foot my foot would actually twitch so don't be worried. Proper aftercare is key.

I have a tattoo on my foot, it really really hurt like a son of a b-----....Something that small may get lost on your foot. Why some tattoo's artist won't tattoo on your foot....perhaps because there isn't much meat on your feet....and it hurts.That is the only thing I can think of.

Your foot is very sensitive and there are so many veins that it could start bleeding. And since you use your feet everyday it would be some painful healing. The tattoo artist probably doesn't want to get sued for any injuries that could come from the procedure, so that's most likely why they won't do it

Wow - lots of information here. Okay, here it is in a nutshell. Foot tattooes generally take a beating from the sun when you wear sandals - a small round bug is going to look like a blob in a very short period of time. Like a dirt glob or skin cancer or something ugly. It is not worth it. It's not about them not wanting to take on such a small piece, it is about saving you from something you will likely be unhappy with.

When I got a tattoo years ago, the artist told me he doesn't do hands or feet because the skin there doesnt' take the tattoo well and the design won't last there as well as on most other body parts.(he didn't do faces either)

I am sorry but I do not know the price of a small tatoo though I do know why the tatooist wont tatoo your foot. It's because the layer of skin on your foot is so thin. He could easily pop a vien and cause you serious foot injury.
Try getting one on your ankle. They will do it there.I hope this helped you.
