is this supposed to be a question and wat does arouse mean?

I'm not English mother tongue (I'm Italian) but I guess having understood the meaning. It shouldn't be a question however,but a statement.
I feel it's a phrasing you've got from a guy and that basically means that you're making him very sexually excited in any portion of his body.
The verb "to arouse" following my dictionarry just translates as "to sexually excite, awake, to make someone horny"
