find calorie/fitness calculator on the net, enter all your stats and it will tell you how many calories you need a day to maintain, take off 300-400cal off that number and thats how much you need to lose.
eat 5-6 small meals a day (eat every 2-3 hours)
5-8 servings of fruit and veggies a day
8 glasses of water
have complex carbs for breakfast - they give you energy
have lean meat (protein) for dinner - repairs muscle
cardio exercise 4-6 times a week for 30-50min, light weight training
dont consume foods that are made of white flour (white bread, cakes, past etc.), sugar loaded foods (cookies, icecream, candy etc) and nothing fried, oily.
ofcourse you can spoil yourself once in a while with a little treat:)

You cannot target areas to loose weight. You can just eat right and excersize to loose weight everywhere in your body. The thighs, legs and butt are areas where your body banks away the excess calories that you are eating. When you use more calories than what you eat your body goes to the "bank" for energy. The best thing you can do to loose fat is to change your eating habits. Excersize helps but it wont help unless you eat differently.
This is what I would recomend since I just recently lost 35 lbs.
It's all about what you eat. You can excersize too if you want to speed up your weight loss but otherwise just do this:
Eat a 140 calorie granola bar for breakfast. Have an apple between morning and noon. Eat one of those 240 calorie lean cuisine for lunch or something around that calorie amount, like a homade turkey sandwich, eat a banana between lunch and dinner time. Eat a meal under 350 calories for dinner. for exampe: Small portion of meat(beef, chicken, pork, lamb fish whatever) 4oz, salad, no dressing, wild rice 1/2 cup (uncle ben's 90 sec microwave instant rice). Snack on baby carrots if you get hungry before you go to bed. Oh and do not drink anything that has calories in it. If you do that you will be fine. Trust me, it works.

Fat-burning cannot be targeted to your thighs, legs and butt. When you lose fat, you lose it all over your body. For some people, thighs and butt hold the fat that is the last to go. Focus on cardio excercises, but include some resistance training (weighs). This will burn fat and increase your muscle, which will help you burn fat more quickly.

You cannot lose weight in just one place, you are going to lose it all over. If you want to specifically make your lower body look good, lose weight all over with healthy eating and exercise. Then work in lower body training to refine and shape your lower body. Shaping the lower body will actually add a little size and weight due to muscle gain, but if you started by removing the extra fat, then adding the muscle on will look good.
