Yes. If it is rusted, I would advise using a wire brush to knock the rust off and use a primer first (also available in spraypaint). You will want to get a piece of cardboard or something on the backside to keep the paint from flying all over.

You could, but you run the risk of paint droplets getting on the walls, carpet,etc. Another idea is to tape off around the railing and use cotton gloves over plastic food handling gloves and wipe it on. also a foam "brush" will work and is not as messy. Good luck!

Yes you can. We have wrought iron rails in our foyer. We had them painted black.
Keep in mind, it does ship easily. We touch them up every couple months.

Yes, it should work out just fine. However, I would recommend using light coats, so it won't run. You may have to do several coats to cover the black, but try not to get them too heavy.

yes you can
sand off any rust.
make sure it is clean first (wash it and rinse it off if you need to).
make sure it is dry.
if it has not been painted before use a primer or a primer/paint combo
