All morality is goal based.

My goal is to maximize human potential.

I judge an action by the calculus of human potential. If an act creates potential without removing any, it is morally obligated. If an act creates more potential than it removes, it is morally permissible. If an act creates less potential than it removes, then it is morally questionable. If an act creates no potential but removes some, then it is morally forbidden.

But I *AM* at work. And I have really bad Aspergers with comorbid Adult-ADD. I need a little controlled distraction to be able to stay focused on my work. :P

Being a bit distracted increases my ability to perform my work and thus increases my human potential, while being nondetrimental to others.

Thus, I'm morally obligated to be here. *EG*

They determine it by deciding whether it affects them or some thing they might potentially care about. If it affects them/their interests, then they decide whether it is good or bad, depending on their experience with good and bad events, or things they have heard from others.
