see people who don't believe in the lotto are not winner, ask a winner if they believe in the lotto i'm pretty sure the answer would be, of course.

You sound American.
In the UK, unless the winner strenuously denies publicity,
then there is a big hul-a-bulu and a lot of publicity about the winner, and the thing is above board.
The UK lottery is therefore open. I cannot speak for the
US lottery.

My parents won the Colorado State lotto back on 30 January 1993 when I was 13 (I'm all grown up, married, have my own family and live out of country now).
http://www.coloradolottery.com/games/number_archive.cfm?drawingID=4753&view=lotto
(only my dad's name appears on the sheet - & if you want to know who he is, look at my 360 page and see where I grew up)
They won 5 million, but there were two other winners so each wound up only getting $1,783,674.00. Back then they only had annuity (to be paid out over 25 years) so they're still getting their yearly checks. My mom quit her job after that (she has health problems and couldn't afford to quit before they won). At first it was about the same as my mom made yearly, but it goes up every year, so now it's more.
You should only play the lotto with extra money because there is never a guarantee of winning and odds are stacked against you.

Yes, but playing the lottery is illogical and more than 99.9% of the people who play lose money to it.

Yes, people do win the lottery, however it's not exactly that easy. If it were, then not only would we constantly be hearing of a winner whenever the numbers were drawn but the jackpot would never rise beyond a starting point. In which case you'd be just as well off playing scratch tickets. (And yes, people do win at those as well.)
You have to look at a number of factors when it comes to winning the lottery. The first is that it's totally random, meaning that predicting what numbers are going to be drawn is going to be difficult with that difficulty rising with the number of numbers that can be picked for a given space. For example, if we say in order to pick the winning lottery all you have to do is pick one single number between one and five, then you have a one in five chance of picking the randomly selected number. If we raise that single number to between one and twenty-five, now you have a one in twenty-five chance of picking a random number. In otherwords the difficulty of you actually picking the correct number has risen five times.
And that brings up the second factor in being able to win, the number of numbers you're having to choose. Remember that one in twenty-five chance I was just talking about? Well, let's continue with picking a number between one and twenty five. Before the odds of you picking the right numbers were dependent on you only having to pick a single number. But the more numbers you have to pick means that the odds rise against you. You could still say you have a one in twenty-five chance per number, but now you say that for each number you have to pick. In essence if I gave you a ticket where you had to pick four numbers, and all four were between one and twenty-five, I'd be asking you to guess a number between one and twenty-five four times.
A third factor is the numbers themselves and whether you can reuse them or not. Again we'll stick with the one to twenty-five range, and this time will also reuse the four numbers needed. Twenty-five numbers to pick from may not be a huge amount, but as I showed earlier, it can make a big difference. Especially when you're doing so multiple times. But the question here really is whether or not the numbers are allowed to be used multiple times. It is actually more in your favor if a number is not allowed to be repeated as the odds for each succesive number go down by one. Remember earlier the one to twenty-five range meant a one in twenty-five chance of picking the right number? And also remember what I said about having to say you have a one in twenty-five chance for each number when picking numbers multiple times? That holds true when picking from numbers that repeat. So if you have to pick four numbers, and the numbers repeat, you could face 4-4-4-4 as the the winning combination. All the same, and a one in twenty-five chance in each place of picking four as the winning number.
But it as I've already pointed out, the odds decrease by one when the numbers don't repeat. With numbers staring at one to twenty-five in a four slot combination, the odds of the first number are going to be one in twenty-five that in one of those numbers can be choosen. However, once that number is choosen it's completely eliminated from the random selection, leaving you with twenty-four, then twenty-three, then twenty-two numbers to choose.
The final factor in winning is the number of people playing. The more people playing, the less your chances are of winning.
