I too wrestled with this. It is only recently while reading and studying my Bible that I had one of those moments when the light suddenly dawns and lights up understanding. In the burst of knowledge I found that in my opinion God the Father was talking with God the Son and God the Holy Spirit. If you understand the Trinity of God you can understand that God is three separate entities, all equally God, and all in one.

It has been commonly believed from a Christian viewpoint that this is a refernce to the Trinity. Father, Son, Holy Spirit. Therefore it does not read let Me make man in My image.

Christians think that this is either a reference to the trinity, or else God was speaking to the angels.

Jews think that either God is using the royal "we", or else God was speaking to the angels.
