The bride, her mother and anyone else who has good ideas. Here's the trivia behind this tradition
Something old is symbolic of continuity, that life continues on thru the generations. The old item was often a piece of lace or a grandmother’s scarf or an old piece of jewelry.
Something new signifies hope for the future, and can be anything from a piece of clothing to the wedding band itself. Something borrowed is symbolic of future happiness and is often provided by a happily married friend of the bride.(a hanky, jewelry, perfume.....)
And finally, something blue. In ancient times blue was the color of purity and often both the bride and the groom wore a band of blue cloth around the bottom of their wedding attire or embroidery on a hanky.
(my sister pinned a blue ring of my grandmothers on the inside of her dress. Just a few of us knew it was there, that's what made it special.) Being her sister I think you would know what is special or significant to her. Theres' something fun and sentimental about traditions. Hope that helps! Usually, its the bride's responsibility.. However, if she needs help or wants a new thing and not the traditional way.. if she has close friends, then let them help her out as a special gift for her on her wedding day.. (that is if they want to)
For every specific thing, each friend gets to pick or get assigned on what they should bring.. Like one friend can bring the something old, then the other for something new.. etc.

For my wedding, my mom gave me the something borrowed and blue in the same thing, I used my dress as the something new, and my rings were the something old (passed down from my grandmother). As for who is supposed to be responsible for it traditionally, I can't say. But most of the time it seems as though it's the mother or other family member of the bride.

I believe the something old, something new, something borrowed, something blue was the bride's responsibility. If someone wants to give her something for one of them, they should, because it can be a very sentimental gesture.
