There is no such a thing as a region free TV, but there are multi-standard TVs and monitors.
Most region-free DVD players, will output at the same format as the input: ex. PAL DVD ---> PAL out, so if you have an NTSC only TV, it will not be able to play it.
Ideally, you need a DVD player that can read multiple regions and output in one format; the format supported by your TV.

You could face some problems if your tv is pal and the dvd doesnt convert the region 2.
The dvd player to buy must play all regions and have a pal-ntsc converter like the Pioneer DV 270, DV 295.
