IF he pays all fines and back taxes and is granted citizenship they would be eligible, well those who fall into the guidelines of the military, and assuming they pass all health screenings I do believe they would be eligible for the draft.
Its not going to happen though, would you want to depend on someone who does not speak English to watch your backside when your under fire? I doubt most soldiers would want that to happen. I am also sure the question of language would come up in the screening process.

What a great idea, kill two birds with one stone. You'd get your green card when you enlist in the military. The same should apply to the rest of their family, sort of an eye for an eye. This could work.

There isn't going to be one, and, no, it wouldn't - it doesn't grant instant citizenship, just instant residency.
