My vet is totally against dog parks because dogs are pack animals and all those other dogs are not part of the pack. Just you and your two dogs are part of the pack so be happy there are no dog parks.
Things you can do with your dogs include playing in the yard and house, going for walks on a leash, going to the mountains and romping but again a leash would ensure their safety. Dogs need to exercise but the priority is the make sure the alpha member of the pack, YOU, is happy.

All healthy dogs seem to enjoy walks--especially if they are not just on a routine route each day. They also like to be engaged in activities with you --ball tossing, frisbee, etc. I have even filled a large kiddy pool ( the kind that are roughly 18 inches deep and 10 feet in diameter) during summer months and put a dog on a leash as I walked to perimter to get it to swim for some physical therapy. I don't think the dog, who was severely injured in the spine, realized that the fun she was having swimming in a circle was actually a form of physical therapy. Ten minutes of swimming and a quick towel dry--and we both would just sit and relax on the deck--as she would quickly take a nap.
I must admit that the best and most efficient use of time for me with my dogs has involved settings where other people also bring their dogs. Obedience training classes, agility classes, rally classes are all excellent opportunities to interact in creative ways with your dogs that stimulate their development as well as your relationship with them.
Just remember that your dog merely wants your companionship and does not necessarily need to be doing something special. Being with you is pretty special enough. It doesn't matter is you are shoveling snow, painting the kitchen, or cleaning out the garage--if your dogs can "help" by just being with you, they will be the happiest dogs alive.

Obedience and agility classes are fun for dogs and owners alike.
There are special rigid "leashes" that attach to your bicycle so your dog can run alongside w/o getting caught in the spokes.
You don't need a park or dogpark to throw a ball or a frisbee - you can do that in your yard.

There are dog racing competitions you can train your dogs for. Also I've heard of a frisby competion but I don't know what its called. If you want to find out watch animal planet on Sunday mornings. There are normally competitions they have on with some games you can play with your dog. Also try training them some tricks. Its a good way to spend time together.

I agree with Karen W.. Obedience and agility classes are a good idea. As for stuff you can do around the house or in your yard.. Our dogs really like their spring pole and the love to play tug-o-war! lol! They also really like just going for long walks.

Obedience classes & agility classes. Take the dogs for long walks. Teach them tricks (you can search dog tricks) Hold onto a dog treat for a minute, hide it (not too hidden) let the dogs smell your hand and tell them to "find" my dog loves that one.

I also agree with Karen W and Pitbullmom. My pit is very hyper and active. So, I take her on frequent walks and play tug-o-war with her. She likes to chase a ball (more like keep away) Check with your local shelters to find what classes they offer not only will your dog enjoy it you will learn a lot!

bubbles.
i have 2 pitbulls and they absolutely LOVE bubbles. its a cheap way to having some fun with them. they even have bacon flavored (thats what the package said, i never tasted them) bubbles.
they also have a springpole and play with it all day (its like tug of war, minus me).
but mostly they just enjoy chasing after eachother.

Take your dogs on a walk but let them lead for a while and see where they want to go. It's loads of fun!!!
