Depends on where you are...

In the US, it is 21 for all alcohol, regardless of alcohol content

In Canada it's 19 for all alcohol except for Alberta, Manitoba, and Quebec (18)

For tobacco, it's 18 in all US states except Utah, Alaska, Alabama, parts of NY, and NJ (they're all 19)

In Canada, it's 18 in Alberta, Sask., Manitoba, and Quebec. Everywhere else is 19

In all the rest of the world (except Japan, Iceland and S. Korea) it is 18 or less to drink low-alcohol beverages. Tobacco ages tend to coincide with drinking ages.

Now, that's legally speaking. I was purchasing cigs from the gas station in my hometown in VA at 14. Even now at 22, I really only get carded at bars and a few liquor stores.
