I just got a new computer and some of the software on it I do not have discs for. Is there a way to copy the software to a CD-RW and bring it to my new computer? I mean all the files, including the setup.exe file and everything else associated with it so it will be just like before?

If you are using Windows XP on both computers, you can use the Files And Folders Transfer Wizard, which is located on Start - All Programs - Accessories - System Tools

Probably not.

For the most part, programs have to be installed from their install disks. During the install process, changes are made to the system registry that allow the computer to recognize that program. Simply copying an "exe" (and associated) files to a new machine won't modify the registry properly (especially if it's a different operating system)

Moving files (pictures & documents, etc.), on the other hand can be done with a CD-R or USB drive.

One way is to use windows backup utility which is built into windows, choose to back up program files unless you have installed your programs in a different place and then restore it to the new computer using the same backup utility. Choose to back it up to a folder then burn that folder onto a CD-R and then insert the CD-R to the new PC and run the backup utility and choose to restore from the CD-R, depending on how big the backup is you may have to do serveral backups

You can CLONE the OS and all installed programs to a new disc using True Image backup software. ~

its a chance.
your old programs are located in c:\program files\
and in the windows; windows\system32; directories

some program may allow you to simply copy the folder and run the exe, but if there are dll calls and registry edits - they will most likely fail

if the error upon invoking a program is a dll, you may be able to re-register the dll using regsrvr32.exe to re-register it.

Try copying it to a flashdrive then to your new pc. They are easy to use--drag and drop files to them--then drag and drop files from them to your new pc.
