Yes, you can listen to phone calls on a police scanner. This is possible due to the range of frequencies that the scanner can lock in on and the fact that wireless/corless phones operate on very close frequencies to that of the police radio.

Older analog cordless phones could be heard with police scanners. The newer ones are mostly digital with frequency hopping capability. Even some of the higher end ones have voice encryption.
