Once in a while on my 1987 Suburban, one of the rear drums sticks when I release the parking brake. If I stop the vehicle and press the parking brake down, then release it again, the brake almost always comes free. But it is annoying and the vehicle shakes/vibrates when the brake is stuck, which can't be good. I would think there is some kind of spray that wouldnt harm the brake parts...or could the problem lie in the parking brake cable itself?? Maybe that needs to be sprayed/adjusted... Your answers, as always, are greatly appreciated..

sorry pal, either don't use your parking brake or replace the cable that is binding, you can perfume that pig by coating the exposed portion with anti seize compound but if the rust is to far up the cable then eventually it will freeze. If you go with the anti seize then immediately press and release the cable about fifty times to work it in.

there is spray brake cleaner that is non carbon based but it is not a lubricant and your problem is definitely in the cable going to the sticking wheel

Parking brake cables get corroded on the inside between the cable and sheathing and wind up sticking---best to spray all the cables down with rust penetrant spray and let em soak for a few hours--repeat if necessary. Lay down cardboard or something under the cable to catch the drips. Replace cables if that doesn't work.

Almost sounds like the parking brake is sticking. If that's the case, could be the cable is rusted or kinked. You'd have to examine the cable and look for breaks in the jacket. If that looks ok, you'd have to pull the drum off and inspect the parking brake actuator, springs and such.
