Well they mean fixing as in:
They pass a law that makes what has happened in the past
( them not enforcing the law )
Part of the new law.
Kind of like, if we said, OK, anyone who committed murder who hasn't been caught, now your legal again and not wanted,
But anyone who commits a murder in the future will be arrested.
So, they are just trying to wipe 10 million illegals off the books, that way they won't have to enforce the law against them.
Plus the fix is in,
The Democrats get 10 million new Democratic Voters,
And the Republicans get 10 million new minimum wage employees.
EDIT:
Ya have to wonder, if the illegal immigrant supporters would support it, if China shipped 50 million Chinese to America on ships.
They completely forget the fact that we have legal immigration quotas, they never seem to want to expand them, just let the illegal ones stay.

The government will always say things are out of control but not enforce anything. Immigration for example; has always been a problem and the government has responded by hyping up the bills that they are going to pass, then do reform measures and once the people see some accomplishement (real or virtual) then the heat dies down and the governemnt will go back to their daily toil.
The govt. has always said things are very complicated. Meaning they don't want to hurt anyone's feelings.
If you stopped illegal immigrantion then the agricultural sector would suffer severly. So would the shipping, construction and retail industry. Plus, Mexico itself would loses millions if the immigrant stopped sending money back to Mexico.
Plus, if you stopped illegal immgration then you would lose 100's of millions of dollars in taxes.

Because the Republicans want to keep the cheap labor that the illeagals provide but, don't want to give them the rights that American citizens have.
Can you imagine? There would be another 500,000 on welfare if they had those rights.

It hasn't been enforced because it is unenforceable. That is like saying Prohibition failed because we "Simply" didn't enforce it.
