If you're trying to protect the entire midwest from cicadas, give it up. They emerge every few years, are around for a few months, and then return to the soil (well, their larvae do) as they have done for thusands of years. They are an annoying force of nature, and not one we can curb.

If you are trying to protect YOURSELF, however, any commercial brand of insect repellent should keep them off you, and any insecticide should kill them.
