I'm not sure what you are asking. You CAN turn right on a red light at any intersection not marked with a sign to the contrary anywhere is the USA or Canada.

I guess the intersections that don't allow it are saying that there's something special about that intersection that makes it unsafe to turn after stopping regardless of what the driver's capabilities are. You and I know that we could probably turn safely in some situations, but overall the turn is too risky and the traffic experts are making a judgement call on the side of safety.

You can turn right at a stop sign. You just have to stop first. The amount of fuel that would be saved by running stop signs is infinitecimal, maybe a couple of gallons over the live of the vehicle.
If you're sitting at a stop sign waiting for it to turn green, you've had too much to drink.

yes, laws can be changed, you just have to be willing to make the effort to get the initiative on the ballot for the people to vote on. or deal with your state's legislature. understand though that at some intersections, a no turn on red needs to be in place as visibility isn't the best. here in Arizona the law basically reads right turns on red are allowed unless otherwise posted.

Right turns on the red signal are allowed, after stopping.
There are some intersections where right turns on red are prohibited. There are legitimate reasons for this prohibition. It's not like they installed the sign because they have a surplus in their maintenance yard.

The only way this idea would work is if people were responsible. But I guarantee that if this law were in affect in my city it would be abused, people would go whenever they wanted. In fact, they do now, almost run people over or cause accidents. I'd rather see people understand that signs and traffic laws apply to everyone, even them.

They changed it up here. The end result is that many people go through stop lights playing chicken and cutting people off. People seem to think the new law means to go through the red light if you can successfully intimidate people who have the green light.

yes you can as a Citizen and tax payer you got all the right to go to a city consul or write a letter explain the situation and the might do it.... what I recomened the most take video for like 45mint and then take it and show it to them and They should do it

Yes, we are allowed to do this in Wisconsin and it helps ease congestion as long as people are aware that this is legal.
