It means that winning battles is not what gives one value and happiness in life. Learning to understand ones self is the key to this nirvana. Buddha is a jolly old fat man, but that is only the idolatry at work. Buddha was in fact a prince by the name of Siddhartha, who became the first to espouce the beliefs that became Buddhism.

I am not Buddhist, but I understand that the hardest fought battle you will ever fight in your life is the battle to be the person that you know you ought to be.
It is easier to win a thousand battles than to change your heart, mind and soul. That is the battle of a lifetime for many people.

maybe you can understand this story.
a monk say " at first, i try to change the world. But i find it is too difficult. then i try to change a country, i find it difficult too. So i try to change the friends and relatives around me, but then it is also too difficult. then i try to change myself,.It is easy. It is easier to change yourself than changing everything else."
In reality, we cannot change nearly everything.. you cannot even control anyrthing that is 3 metres away from you.
the only thing you can change is yourself. change your thinking, change your mindset. change your behaviour. then you can change anything.
a person can control himself, can control the world.

The way that you worded it sounds more like Sun Tzu, but I am not sure.

A suppose that it means that self-control is more difficult that controlling others, but ultimately it is more important. You cannot lead others if you cannot control yourself.
