The only thing to do is to get the pup into your vets for a check up. It may have an infection or the beginning of cherry eye. Very common in the Cocker Spaniel.
Make an appointment and have your vet take a look and then he or she can tell you whats going on. OK

Young puppies are very near sighted untill over 8-12 weeks,,
But, if you are noticing a diffrence in size, color or shape you could have several eye problems..
cocker spanies have numerous genetic eye problems,, unfortunaly,, and there are a host of other developmental abnormalities.. and ones that are associated with particualr colors, was this a merle to merle breeding?
the end is, off to the vet and see what they recommend,, you may need to see a specialist for eyes.. BTW all cocker puppies should be check by a opthomologist before sale just for this reason..
it may be somthing that can be treated or corrected with surgery.. but the VET is the only one that can give you propper information..

Take him to the vet and ask about what his current sight should be like. She might say that it's normal for his eyesight to be that way for a while. The vet should take a look at it and they should give you some medicine for it.

Oh GOD where do you people come from????? Take the dog to the Vet! Would you be asking the question on here if it was your child or would you be at the Dr's office?.....never mind, we know the answer to that one Billy Bob.

i think the safest thing to do is to take your pups to the vet.
i mean no matter what we say on yahoo answers we cannot "see" your pups!
if you do think there is a problem it's best to bring it to the vet, get it checked so he can treat it early if there is something to treat and then as your pups r so young they can heal fast and become great adult pets!
good luck!
