Yes if it's an electric razor. anything else, he'd better check it in with the rest of the luggage.

no not in his hand luggage, he can take it in his suitcase aslong as its wrapped up eg in a towel. also no liquids,creams,gels over 100g in hand luggage, they take it all off you at the airport and only 1 lighter per person
