Well, first, I think you are confusing Arabs and Muslims. Arab are a race of people from the middle-east and Islam is a religion. People of all races belong to Islam (there are 1.5 billion of us, you know) and Arabs only make up about 14% of that. Also, there are Christian and Jewish Arabs.

If you want to know why some Arabic women don't cover their heads that would be because perhaps they aren't Muslim, the are Christian or Jewish or maybe something else.

If you want to know why some Muslim women don't cover their heads, it is because the decision to wear the hijab (the scarf that covers your hair and neck) it very personal, and some women view it as mandatory by their religion and some do not. Maybe they want to wear it but they are afraid of what their peers will say or the responsibility that comes with it as representing your religion or maybe their family doesn't allow them. Maybe they were born into the religion but, as many Christians, are just there because it is what they know.

There could be a thousand reasons, but I think the best answer to your question would be, that the decision to wear the scarf is very personal and come choose to and some do not.

this question can't just be directed to Arabic women only but the to all the Muslim women in the world who don't where hijabs.
hear are some of the thoughts that creep in their minds

1.It is so very hot in my country and I can't stand it. How could I take it if I wore the hijaab?

2 My position does not allow me to substitute my dress for Islamic dress.

3. I know that hijaab is obligatory (waajib), but I will wear it when Allah guides me to do so.

4. It's not time for that yet. I'm still too young for wearing hijaab. I'll do it when I get older and after I make Hajj!

5. I'm afraid that if I wear Islamic clothing that I'll be labeled as belonging to some group or another and I hate partisanship.

6. Islam is in the heart, I don’t need to “show off” that I am a Muslim, it is a personal relationship between God and me.

7. my friends don't wear it than why should i be the odd one out.

8. God is is merciful and all forgiving

Personal preference, usually. Also, just as in any other religion, there are Muslims who do not understand their religion or simply do not practice it as they should. In some cases it may also interfere with their job or cause discrimination depending on where they live. I know many young women who do not cover yet and that is part of their growing process. In Islam as women mature and learn more about their faith, they usually begin to consider covering.

** Why some arabic women dont cover their heads? **

There is not enough material or it messes their hair up.
Or maybe they just don't feel it is appropriate, in other words they dont want to cover their heads. It's their head how can we over rule their personal choice.

Have a pleasant day.
