Hi,
Two options:
1. Use Firefox borwser. It has a powerful built in pop-up blocker. Will filter out about 80-90% of poupus.
2. If you for some reason want to stick to IE, then your best bet is to download the Google toolbar. This again has a very effecient popup blocker.
Btw.. do you get popups from almost every webpage you visit? Coz if you do, then you may be infected with adware. But if it is only from certain sites notorious for popups, then you don't neet to worry.

If you already have Internet Explorer or FireFox, then you should have some type of pop up blocker. On IE, I believe you go to Tools and then there should be an option for the blocker there.
On FF, I believe it might automatically have it enabled, but you may be able to find something to do with it in the Options section of "Tools".
Also, if you have some toolbars, such as Google or Yahoo!, than you may already have a popup blocker, as they come with one.
You may, however, have a virus or something similar to that on your computer, so running a virus scan may help to fix the problem.
Good luck and please stay safe!
