If you don't have a casual relationship with her now then that is the first step. Ask around about her to make sure she is not attached and to find out her interests. This is to make sure you are compatible and like some of the same things. Guys get shot down because they don't do their homework. If you find you have some of the same interests she does like movies, animals, sports, art, video games, etc. that will be something you can talk about. You don't have to have a line to drop because that is a turn off to most. Start showing up at the places she goes and casually say Hello and introduce yourself if she doesn't know you already. If she does know you just start saying Hi everytime you see her. This breaks the ice. I know how you feel, but you need to understand that you're infatuated, not in love. You really like her, but how can you love someone you can't talk to?
